Born in the DRC, Jeff has over 20 years experience in all aspects of international busi- ness, banking, finance and accounting and is an expert negotiator. He holds a Bachelor’s of Science degree in Business Management with a concentration in Ac- counting. Mahungu is fluent in English, French and Lingala and is adept at interna- tional business with significant business experience in multiple countries, including the United States, Brazil, and China.

Garin is a civil engineer with over 20 years experience in planning, subdivision layout and design, utility and roadway design and surveying. He has had significant involve- ment with 14 major residential communities and worked extensively on both large private and government projects. Garin is well-versed in the areas of grading, ero- sion control and utility design. He also has tremendous roadway design experience having worked with many different local and regional transportation departments in the United States.

Fabien has more than 20 years experience in the areas of construction design, land surveying and utility and roadway design. He has had major design responsibility for municipal bridge, highway and mapping projects as well as wetland mitigation and conservation easement. Fabien’s education and expertise includes being Bentley Mi- croStation and Geotrak qualified, being a Certified Microsoft Project Manager, being Timberland Construction Management certified and having completed the NCDOT WIGINS training, all in the United States.
